Tokyo Sees First November Snowfall Since 1962

Tokyo saw its first November snowfall in over fifty years on Thursday.

According to News On Japan:
Snow fell in central Tokyo for the first time this season on Thursday, resulting in the first accumulation of snow in the area in November since statistics started in 1875. 
It was also the first November snowfall in the central part of the Japanese capital in 54 years since 1962.
Does this mean a colder and snowy winter in Tokyo this season?

This reminds me of the two February 2014 snowstorms I experienced.
