The Japan National Tourism Organization (JNTO) has a visitor hotline to assist tourists in Japan.

According to their website:
We are pleased to launch the Japan Visitor Hotline, a 24-hour, 365 days a year, multilingual call service for travellers in Japan. 
Call the Japan Visitor Hotline for tourist information, or if you need assistance in case of emergencies (accident or sickness) or for support during natural disasters.
