TokyoCheapo.com (the site, is as the name implies, is for people who want to spend little or no money while in Tokyo) has a post on five things to do in a day "on the cheap" in Tokyo.

I've done four of the five items (all except number five on the list), but not all in one trip. Besides making their five suggestions, TokyoCheapo.com also provides a handy "rough budget" to give one an idea on how much they should expect to spend (or not spend) and a map.
