NMSSA Legislative Update 2/9/23 by Zac Fort:
Today on the House Floor, HB9, the gun owner liability bill, passed by a vote of 37-32. Seven Democrats joined all Republicans in voting against it. The bill was amended several times, we will review the amendments when they are published. HB9 now heads over to the senate side. We expect the first stop for the bill to be the Senate Health and Public Affairs Committee, but we will send updates as we receive them. You can see how all members of the house voted at this link.
On Friday the 10th, the House Judiciary Committee will be hearing HB72 again. The bill would ban bump stocks, binary triggers and maybe more - the bill is incredibly vague. Based on the conversation during the bill's initial hearing, we are expecting a committee substitute or significant amendments. The meeting is at 1:30pm in Room 309 on the 10th (Zoom Link). You can use this link to send a pre-drafted letter to members of the committee opposing the bill.
On Saturday, the 11th, the House Consumer and Public Affairs Committee will be hearing HB224 and HB238. Both bills crate a crime of discharging a firearm in a "densely populated area." But the bills do not have an exemption for acts of self-defense or indoor shooting ranges. Nor do the bills define what a "densely populated area" is. The meeting will be at 9:00am in Room 309 (Zoom Link). You can use this link to send a pre-drafted email to members of the committee opposing the bill.
SB44, the proposed ban on carrying a firearm, both open and concealed, within 100ft of a polling place while voting is underway is still waiting on a vote on the senate floor.
