Three years ago (it hardly seems that long ago), I took a cruise down to Havana, Cuba from Fort Lauderdale, Florida. Along the way, the ship stopped for a few hours in Key West.
I didn't take any town tours with the exception of using one of Key West's trollies to get to places in town such as the Hemingway House, Shipwreck Museum and other areas. The trolly was part of our cruise package.
