Kyoto has been seeing over-tourism during the spring and autumn months, so now tour companies are trying to ease the pressure by promoting tourism in the summer months.
According to an article in the Asahi Shimbun:
KYOTO--It's no secret that Kyoto is overrun with tourists these days, but there are still ways to enjoy scenic sites in this historic city far away from the madding crowd.
Travel agencies are aggressively promoting summer tours that allow visitors to take in the beauty of moss and green maple leaves.
The signature seasons for sightseeing in Kyoto are spring and autumn, which feature cherry blossoms and changing colors of foliage, respectively.
But this is when the ancient capital is teeming with tourists due partly to a recent surge in the number of non-Japanese.
Travel agencies are now also pushing tours that allow participants to see the sights in a laid-back mood while savoring the beauty of greenery.
It can and does get very hot and humid during the summer in Kyoto, but if one hardy enough to stand it, they will find fewer crowds.
