It shows Gov. "Malevolent Michelle" Lujan Grisham of New Mexico. Note the necklace? The pendant on it is the Soviet Union hammer & sickle.
I don't know if this was a Photoshop job or not, but if not, it is incredible that she would wear such a symbol of communism.

Fairly certain it is photoshopped. She recently went out and bought a new silver zia necklace and posed for photo with her pointing to the pendant. This photo has also been widely circulated on Facebook, with many people have added captions to the photo such as: "Who's an idiot". In this photo you can see that it is zia pendant made with a silvery metal. The photo you shared, has her wearing the same blue outfit and apparently the same necklace with some low quality photoshopping. If you look closer you can tell it is a little pixelated. All the same, it wouldn't surprise me in the least if she ever did decide to wear a hammer and sickle in the future.
If it was photoshopped, it's a very, very good job of photoshopping... She's a cunt.
