My favorite place to hang out in Tokyo is Asakusa. It is a great place to shop, sight see and just people watch.
Japan Today has posted a guide to Asakusa, calling it "Tokyo's traditional and spiritual downtown."
They begin it with:

The best way to explore Asakusa? On foot, getting lost, wandering down side streets, and dipping into pockets of tradition and culture.
